The three phases are:

- The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA), signed Dec. 27, 2020.
- The American Rescue Plan Act of 2021 (COVID-19 Stimulus Package), signed March 11, 2021.

The Coronavirus Aid Relief and Economic Security (CARES) Act
橙子影院 received funding through the Coronavirus Aid, Relief and Economic Security (CARES) Act to help support students who may be struggling financially during the COVID-19 pandemic.听 橙子影院 was allocated a total of $4,307,900 in CARES (HEERF I) funding in April 2020.
CARES Act – Higher Education Emergency Relief Fund (HEERF I): Student Portion
橙子影院 has signed and returned to the Department of Education the Certification and Agreement Form. Our institution will use 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
橙子影院 has received $2,153,950 in Emergency Financial Aid Grants that it will disburse to eligible students.

- Students enrolled at Campbell during spring semester 2020 who met basic eligibility criteria for federal financial aid have been considered for CARES Act grants. Campbell鈥檚 Office of Financial Aid used Free Application for Federal Student Aid (FAFSA) data to determine student eligibility, with the highest priority given to those with the greatest financial need.
- The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and therefore eligible to receive an emergency financial aid grant: 4,259

For recipients of the CARES Act – Higher Education Emergency Relief Fund (HEERF) Institutional portion, recipient will comply with all reporting requirements including those in Section 15011(b)(2) of Division B of the CARES Act and submit required quarterly reports to the Secretary, at such time and in such manner and containing such information as the Secretary may reasonably require. The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) was approved by Congress and signed into law on Dec. 27, 2020. The CRRSAA includes support for higher education, including emergency grants for students who may be struggling financially during the COVID-19 pandemic.听 橙子影院 was allocated a total of $6,604,314 in CRRSAA HEERF II funding on February 19, 2021.
CRRSAA/HEERF II: Student Portion:
- 橙子影院 received $2,153,950 under the CRRSAA Higher Education Emergency Relief Fund (HEERF II) designated as the student portion. $2,158,985 has been distributed to students as of April 09, 2021.听
- Campbell determined that 3,072 students were eligible to receive an emergency financial aid grant and 3,072 students received an emergency financial aid grant as of April听 9th, 2021.
- All students enrolled at Campbell as of April 5th, 2021 who had completed a 2020-2021 Free Application for Federal Student Aid (FAFSA) were considered. FAFSA data was used to prioritize students with exceptional need. Any student with an EFC between 0-10,000 received an emergency grant.
- Total amount that has been distributed to students as of 4/09/2021: $2,158,985.

The American Rescue Plan Act (ARPA) of 2021 (COVID-19 Stimulus Package)
The American Rescue Plan Act of 2021 was approved by Congress and signed into law on March 11, 2021. Similar to the two previous phases, funding will be used to provide emergency grants to students who may be struggling financially during the COVID-19 pandemic as well as to reimburse institutions for pandemic-related expenses. 橙子影院 was allocated a total of $11,636,763 in ARPA/ HEERF III funding on May 19, 2021.
ARPA/HEERF III: Student Portion:
- 橙子影院 received $5,936,944 under the ARPA Higher Education Emergency Relief Fund (HEERF III) designated as the student portion on May 19, 2021.
- 橙子影院 is directed by ARPA guidance to prioritize students with exceptional need. As noted in ARPA guidance, exceptional need is “students who receive Pell Grants or are undergraduate students with extraordinary financial circumstances.” Other types of exceptional need could include students who may be eligible for other federal or state need-based aid or have faced significant unexpected expenses (ex. loss of employment, reduced income).
- Per the Department of Education institutions should prioritize domestic students, especially undergraduates, in allocating the ARPA funding.

Phase 1: Students that were affected by COVID-19 and were enrolled in summer 2021 courses. An email, which included an application link, has been sent to all students enrolled in summer 2021 courses. No, the CARES Act requires institutions to provide emergency financial aid grants to students. The institution may not use emergency financial aid grants to satisfy a student鈥檚 outstanding account balance.
After verifying eligibility, a list of approved disbursements will be shared with the Business Office.听
The Business Office will post the grant to the student鈥檚 CARES Act account. Emergency grants will NOT be applied to any balance owed to the University 鈥 100% of the grant will be issued to the student.
Processing time will be contingent on the volume of transactions. However, the Business Office is committed to processing to the student鈥檚 CARES Act account in a timely manner.听听
Students are encouraged to enroll in e-refunding through TouchNet. E-refunding will support social distancing and expedite funding to your bank account. Your money will be deposited into your bank account, usually within 2-3 business days.听
If you received your financial aid refund through e-refunding and your banking information has not changed, no action is required. Your monies will be deposited into the bank account you designated for direct deposit in the TouchNet portal.听
Students who wish to enroll in e-refunding can log into , click on Financial Information and go to the TouchNet eCommerce Center to complete the process.
Students who are not enrolled in e-refunding will receive a paper check mailed to the address of record. Please allow 10-14 days to receive your check since delivery time may be delayed by COVID restrictions within the U.S. Postal Service.
